In the practice of teacher education, there are problems that pre-service education is thought very important and in-service education not important. However, in fact, comparing to pre-service education, in-service education accounts for much more time than pre-service education in the whole teacher education and has a continuing effection on teacher's professional development. Therefore, in-service education must be put a higher position and measures must be taken to improve it. To make a good job of in-service education, we must formulate a clear objective firstly. However, comparing with this, there are problems of not orienting objective and low degree of achievement in our in-service education practice. So we are asked to make a system of in-service education objective which is fit for China situation and clear . On the basis of defining in-service education objective, the study analyses containing elements, making evidence and valuing standards according to the Theory of Comprehensive development of the Personality, the Theory of Teacher Professionai Development Phase, the Theory of Adults Education and the Theory of Hierarchy of Needs, guiding by system science. On this foundation, the idea of makeing a system of in-service education objective has been mentioned and strategies of doing so have been put forward in the end.Part 1. In-service education objective should be oriented to realize comprehensive development of the personality of teachers, including teacher's professional development and body and mental development. According to this, the general in-service education objective should be to promote comprehensive and free development of teachers, which contains teacher's happy life and professional development objectives. There have been several value trends about in-service education objective, which are making up for antecedents, promoting technical proficiency ,laying a solid foundation of essential skill, forming practical intelligence, renewing ideas and improving comprehensive quality. The evidence of making a system of in-service education objective is the social and teacher development needs. The standards of valuing in-service education objective are: fitting for the practice; corresponding to the Party's educational policy; encouraging; analyzing further for concrete, operating goals; being combined with international.Part 2. In order to make In-service education objective of primary and middle school teachers, we should set up it from three faces, including value objective, achievement objective and category objective. value objective contains scientific ,democratizing, legalizing and continuing In-service education ;achievement objective contains making teachers have a health life style, reasonable knowledge structure, good ability structure and higher arrangements of antecedents; category objective contains primary school teacher objective and middle school teacher(from horizontal face), The objectives in adjusting period ,in developing period and in mature period (from vertical face ).Part 3. Strategies of makeing a system of in-service education objective :renewing old ideas and setting up scientific ones;transforming thinking ways and broadening its space; linking up pre-service and in-service education and making them coherence; using the experience of other countries for reference and making it service for us .
