Research On The Legal Problems Of Graduate Employment Regulation In Shanxi Province

The college graduate employment is increasingly becoming the focus of attention of the community currently, and becoming the serious challenges and outstanding issues of economic and social development in China, if continues,it will be seriously impeded the harmonious development of the whole society. The employment market imperfections, and the presence of a number of institutional obstacles make graduate employment hard to the process of our education system transition. How to play the government leading role of macro-control, to improve the job market, to eliminate institutional obstacles by policy and legal means, to guide graduate employment by policy, to overall advance students full employment, so as to realize the social harmonious development as a whole, and also need for continuing research and exploration, has important theoretical and practical significance.In this paper, as the current status of college graduates employment in Shanxi Province for the footing, the difficult factors to the graduate employment is analysed, leading to the core of macro-control law, comprehense the theory of law, constitutional,labor law and economics, sociology and research of scholars, study the problem of graduate employment, combined with the situation of Shanxi province, and gradually elaborate the need with macro-control method to adjust graduate employment, to promote the college graduates employment in Shanxi province proceeding smoothly. This paper Include four parts.The first part,the basic theory of the graduate employment and macro-control.This paper elaborate the basic connotation of graduate employment, analyses the current situation and problems of graduate employment in Shanxi province in recent years,combined with macroeconomic theory in employment regulation, further analyse the relationship between the graduate employment and macro-control theory of employment, conclude that the problem of graduate employment can be resolved only by macro-control.The second part, To promote the graduate employment and legal to adjust macro-control policies in Shanxi province.In this part, policies and laws of graduate employment in Shanxi province are analysed, and analyses that the current situation of Graduate Employment in Shanxi Province is temporary and unstable, further to establish specialized policies and regulatory law systems that is a fundamental measure to resolve promoting the graduate employment.The third part, the macro-control policy and legal adjustment for promoting graduate employment at home and abroad. The author first analyse the macro-control policies and employment law of graduate in China. Then describe and comparative study the employment-control policies in United States, Japan and the United Kingdom. By learnning from foreign graduate employment promotion policy, analysing the problems and solutions resolve the problem in the market economy, is more useful to make theory and policy scientific and effective.Part IV, on the basis of the first three parts,it is need to expedite the development of small and medium enterprises in Shanxi province, to support knowledge and technology-intensive industries,to increase business volume of labor capacity, to strengthen key universities in Shanxi province, to focus on specialized construction, and improve student quality and overall quality, to strengthen graduate employment legislation, to speed up making the laws and regulations of graduate employment market, to establish equal employment supervision and advisory body, to strengthen internal and external oversight, to improve the macro control system, to provide long-term and stable system of security for graduate employment,.
