Today the world is in a period of great development,great change and great adjustment.In terms of creating economic and social values,high-level talents are playing an irreplaceable and important role.At present,high-level talents as the scarcest strategic resources have became the focus of global competition.Socialism with Chinese characteristics has entered a new area.Under the background of building an innovative country,especially building a strong talent country,talent is the driving force of innovation,and the driving of talent promotes the driving of innovation,so the strategic position of talent is increasingly prominent day by day.All localities are competing to increase the intensity of the introduction and training of talents and implement more active policies for the introduction of talents.In order to provide strong talent security and intellectual support for building a happy and beautiful Dazhou,the government of Dazhou according to its own condition has formulated a series of policies to attract talents and retain talents in a focused,deep-seated,multi-field and large-scale manner,among which the most representative policy is the " Introduction thousands of high-level talents such as master and doctor to Dazhou," which started to carry out in 2012.This study is based on the theories at home and abroad,with human capital,talent flow,talent motivation,personnel matching theory as the basis,and makes use of the methods of literature analysis,investigation,case study,comparative analysis and so on.From three aspects of policy formulation,policy promotion and implementation,and policy achievements,this paper analyzes the "policy on the introduction of thousands of high-level talents such as master and doctor to Dazhou," and summarizes the excellent experience formed in the action of introducing talented people to Dazhou,and analyzes the existing problems: First,the demand of talent introduction and speciality setting are not rigorous;Second,The supporting policies are not comprehensive and some policies are not clear;Third,the policy adjustment is not in time;Fourth,pure economic subsidies make policy less attractive;Fifth,there is a small number of enterprise policies are not implemented effectively.Through in-depth analysis of the causes of the problem,this paper puts forward appropriate optimization countermeasures and suggestions for the introduction policy of "Introduction thousands of high-level talents such as master and doctor to Dazhou ".This study summarizes the experience optimize the suggestions of introducing high-level talents in Dazhou City,which provides a certain basis for decision-making for the introduction of high-level talents by local governments in Dazhou.It also provides useful experience for the introduction of talents to other cities and states in the western part of the country like Dazhou.
