Talents are the first resource as well as the promoters of economic restructuring,industrial transformation and upgrading,and the development of all kinds of undertakings in local economy and society.High-level talents are the important source of talent teams,Especially at present,a large number of high-level talents are needed to accelerate the transformation of development mode and maintain stable as well as rapid economic development.Since 2008,the central government has promoted the introduction of high-level talents,referred to as the "1000-Talents Plan".Provinces(regions and municipalities)have also introduced a number of high-level talents in accordance with the needs of local economic and social development.From 2012 to 2018,L district of Wenzhou issued a number of policy documents related to the introduction of talents.In addition,it also issued “30 New Deals on Deepening the Reform of Talent System in L District”in 2018 to increase the intensity of high-level talents introduction.Studying the policy of high-level talent introduction in L district is not only helpful to solve the current problems in talent introduction of district and county governments,expand the pathfor district and county governments to enhance talent competitiveness,but also beneficial for high-level talents to play their value better in economic and social development.Based on the important position and role of talent competitiveness in local government competitiveness in the era of knowledge economy,this paper expounds the formulation and implementation of high-level talent introduction policy of local government in L district of Wenzhou,analyzes the existing problems and causes,and on this basis,comes up with feasible countermeasures.The main problems of the high-level talent introduction policy in L district of Wenzhou are: insufficient policy propaganda,unbalanced policy coverage,insufficient incentive system for talented people,imperfect policy implementation,inadequate talent services,and insufficient regional economic development level.The main causes of these problems include insufficient attention to talent introduction,imperfect relevant legal system,low level of regional economic and social development,and poor industrial structure which does not match the high-level talent introduction policy.Based on these reasons,this paper puts forward some countermeasures and suggestions,including increasing policy publicity,improving supporting policies,strengthening the implementation of policies,and making scientific layout of industrial structure.In this paper,the author fully considers the multiple attributes and demands of high-level talents from the aspects of ideology,systems,geographic locations,organizations and working ideas,especially in the aspect of working ideas.Thus,this paper expands the research ideas of talent competitiveness and also enriches the research results of the promotion of talent competitiveness of district governments.
