Curriculum Resources is an important concept put forward in a new round of national basic education curriculum reform. The development of curriculum resources determines the extent and the level of implementation. High school ideological and political education has very rich curriculum resources because of its unique nature. therefore, development of curriculum resources in the ideological and political education becomes extremely important.In this curriculum reform, the key factor of the curriculum resource development and utilization is not the curriculum experts, academics or administrative departments, but the teachers. Teachers not only determine the identification development and utilization of the curriculum resources, but also are an important carrier of curriculum resources, and an important curriculum resource as themselves. The knowledge, experience and professional skills are important materials for the curriculum activities. The level of teachers determines the standard of the teacher resources and excellent teachers are high-quality curriculum resources. Therefore, we can say teachers are important curriculum resources. On the ideological and political course in high school, the development of teacher resources is of particular importance. However, the current exploitation of the teacher resources lacks sufficient attention and awareness. Based on this, this essay made the preliminary study of the significance and realization of teacher resources, hoping to have a certain understanding of the ideological and political course teachers and have some reference and consultation to the ideological and political education from the perspective of ideological and political teachers. The full-text is divided into three parts:The first part: the outline of the exploitation of the ideological and political resources. It elaborates from three aspects: the connotation of the ideological and political teacher resources; the content and the meaning of the exploitation. The connotation of the ideological and political teacher resources includes the definition and classification of the resources and the teacher resources being important part of curriculum resources; the content of the exploitation includes the development of the teacher resources and teachers'exploitation of other resources.The second part: the main analysis of the basis on ideological and political teacher resources, including both the theoretical basis and the practical basis. The significance of the development is mainly reflected in five areas: 1. stimulating the ideological and political teacher's self-awareness and improving their overall quality. 2. stimulating the students'interest and their activeness of the involvement 3.enriching the ideological and political course resources and enhancing the level of the overall development 4. hastening the innovation and development of the ideological and political course and improving the teaching effectiveness 5. hastening the development of the high school moral education. The theory of the development is based on the theory that teaching benefits teachers and pupils alike, the practical curriculum development theory, and the "process model" theory. The real basis is that the new curriculum reform is focused on the development of the ideological and political teacher resources, the development of the ideological and political course raised new demands for the development of the teacher resources, and that there exist shortcomings in the exploitation of the ideological and political teacher resources.The third part: the focus of this article, namely, the fulfillment of the ideological and political teacher resources exploitation. It's articulated from two major aspects respectively--the importance the school attached to create conditions for teachers and their own efforts to the development. Schools should encourage, train, care about and create an environment to promote the exploitation of the teacher resources and teachers should strive to develop themselves. Firstly, they should change the concepts of education and strengthen awareness of exploitation of the teacher resources. Secondly, teachers should enhance the accumulation and use their own resources, including increasing knowledge reservation, enriching the experiences and experience, improving their charm of personality. Finally, they should expand their horizons, and actively develop other curriculum resources, including the development of network information resources, enrichment of practice and activity resources, the development of the parent resources and the development local resources, with a view to provide a meaningful reference for the ideological and political teacher resources exploitation...
