The report at18th Party Congress pointed out:education is the most fundamental of all undertakings for a nation’s rejuvenation and development. We need to make education a strategic priority and carry out the educational policy of the party. We advocate taking an initiative to serve socialist modernization construction and people. We should take high moral values establishment and people cultivation as the fundamental task of education and train socialist builders and successors featuring an all-round development in morality, intelligence, physique and art. Under the new situation, the strengthening of teaching staff construction together with the improvement of teachers’ all-around ability has extremely great strategic significance and has aroused people’s considerable attention.Currently, teachers in primary school and middle school in rural areas have many ideological problems. From the perspective of ideological awareness and political culture, teachers lack the sense of mission, are tired with work, and regard the theoretical study of ideological and political education as a burden. From the perspective of professional satisfaction and value orientation, teachers in rural are lack of job security and sense of honor, and have stressing utilitarianism. From the perspective of legal and ethical ways, it is common in rural that teachers beat and scold student with corporal punishment and don’t have strong sense of responsibility.Various reasons lead to ideological problems of primary and secondary school teachers in rural areas. From the diversification of social values, utilitarian thinking, the idea of money, hedonism thinking exist in our society; from the school management, schools are weakening ideological and political education to teac hers, ignoring good campus cultural atmosphere, management and evaluation systems; from the reasons of teachers own, rural teachers’ professionalism is not enough, deviation value orientation of rural teachers is misaligned. In new situation, there are measures to strengthen the ideological education in rural primary and secon dary school teachers. First, take practical measures to improve conditions of rural school, including raising the social status of teachers in rural areas, ensure subsidies and income of rural teachers, rational allocation of teaching resources. Second, clear job requirements to improve the quality of teachers, strengthen the mor al capacity of teachers to improve the professional level of teachers, cultivate teachers of a good state of mi nd, and enhance the legal awareness of teachers. Third, adhere to the co-ordination concept and strengthen school management, including sounding ideological work agencies, strengthening the party and governmen t team building, strengthening the roles of backbone teachers and pragmatically strengthening management work.
