The 21st century, networks that is the tool of information transmission and communication is for being more and more people to give much importance and to use of, and has a profound impact and have imperceptibly changing everyone's life and ideas. However, the widespread popularity of computers and the Internet's rapid development brings to the bright future of mankind, at the same time, also has brought a number of complex and profound social problems. As a major groups of users of network, as the novelty of the susceptible population, the majority of young people is affected particularly large. Psychological development of young students is at a very immature stage, their physiology is in a semi-naive, semi-mature state, with substantially unique and transitional nature,the uncertainty of their own values, coupled with the network of virtual sex and secrecy to enable students to use the network in a spontaneous state, they are being vulnerable influenced by the negative cultural, easy to be fooled by appearances and arising ideological confusion and turmoil, making young people in the face of numerous "network fast food" have outstanding Features:curious blindness exist, commitment has a one-sided. This will dispel the influence of national culture in varying degrees, leading students to generate tilt of values,thereby enabling students to humanistic spirit missing, and accompanied by the burden of increased academic, increasingly fierce competition, the limitations of thinking of self-awareness, it is easy to have serious affection to the physical and mental health of secondary school students. Therefore, The education of information cultural qualities for secondary school students is imperative.First, the paper based on the summary and analysis of the situation of the information literacy education at home and abroad is to table the concept of information cultural qualities, and has a strict distinction between the concept information literacy and information cultural qualities. Information cultural qualities focused from the "cultural, humanistic and spiritual" point of view to explain the information literacy, that people enjoy the convenience of information technology,and then people's thinking ability, personality psychology, humanities emotions and language expressiong and human spiritual's literacy. To truly find out the development station and the education station of our Chinese adolescent students's information cultural quality.First, the author made a pre-school students Internet survey, and then selected part city's high school students of Zhe jiang conducting a formal questionnaire surveys and interviews, investigating primarily from the network moral, identify information capacity, the network fast-food culture, light reading, fast-food interpret blueprints, web art aesthetic and information search capabilities of secondary school students. This part is the core and innovative elements of the paper. The paper also conducted a survey of the student's teachers, schools and parents who have greater influence on student,primainly finding out the education station of students given by their teachers,schools and parents. It is to investigate from the concept of teachers, teacher professionalism, teacher training, etc.. Schools, mainly from the principal concepts and policies of schoolmaster. Parents, mainly from the attitudes to their children who love to enter network, knowledge of the network, the network literacy education concept and ways for children.Then, the paper had a detailed statistics and analysis on the investigation findings of high school students, summarized the main problems of the students's information cultural qualities. And then analyzed the investigation findings of teachers, schools, parents, summarying the educational status and the deficiencies of high school student's information cultural quality given by teachers, schools, parents.Finally, the paper put forward corresponding countermeasures from the teaching,teacher's professional, national policies and parents quality based on the findings of the investigation. Specifically, including establising the curriculum of information cultural quality education; integrating information cultural quality education in art, music, language teaching; the training of information cultural qualities of college students; the improving of in-service teachers'information cultural qualities; national macro policies; the awareness and strategies of school administrators; the attention of parents and the community.In the end,the paper summarized the research results of this study, and gave a brief introduction to the research gaps and follow-up study. To provide reference of information cultural quality education for secondary school students.
