With the rapid development of the times, the tide of educational informationdevelops swiftly. Promoting teachers’ information literacy is the inevitablerequirement of the development of educational information. Primary and secondaryschool teachers’ information literacy related with the implementation of qualityeducation, the new curriculum standard important reforms, so improving teachers’information literacy has become imminent. Primary and secondary school teachers’information literacy through software and hardware investment, policy support, theconstruction of humanistic environment, the opportunity of the times and otheraspects of impacts.Information literacy has become the most basic of qualified citizen survivalability, is also development-oriented social indispensable important skills.Information literacy of high and low affect national lifelong learning ability, influencethe nation’s core technology development ability, determined the nation living fate. Asto enhance students’ information literacy leader and facilitator, the teacher plays apivotal role in the enhancement of students’ information literacy.In this paper take the primary and secondary schools’ teachers in Heilongjiangprovince Daxing’an Mountain range Jiagedaqi District as the research object, first of all,through the literature research method to summarize information literacy coreconcepts and contains elements, then, by questionnaire and interview, made clear thecurrent situation of the primary and secondary school teachers’ informationconsciousness, information ability, informational instructional design and informationsecurity aspects, analyze causes, find the disadvantages and the lifting point. Finally,combining the basic situation of our region, from the normal school students’educational level, pre-service training phase, on-the-job training phase the three stagesstart, according to the characteristic of each phase, and put forward correspondingmeasures. And from schools, policy and teachers themselves are proposed to improvethe information accomplishment of teachers of the basic strategies and methods.
