The 19 th National Congress of the Communist Party of China proposed to implement the strategy of Rural Revitalization and promote the integration of urban and rural development.The opinions of the CPC Central Committee and the State Council on the implementation of the strategy of Rural Revitalization clearly put forward that we should attach great importance to the development of rural compulsory education,and promote the establishment of the development mechanism of compulsory education that takes the city as the belt,promotes the whole,integrates urban and rural areas,and develops in a balanced way.Compared with the spirit of the 19 th National Congress of the Communist Party of China and the people's demand for more fair and higher quality education,Fujian Province has made a lot of achievements in promoting the integration of urban and rural compulsory education in recent years,but there are still some problems and deficiencies.The shortage of quality resources of urban compulsory education coexists with the weak quality of rural compulsory education.It is of great importance to run a satisfactory education for the people and solve this problem.The key to the development of education lies in teachers.One of the key factors that restrict the integrated development of urban and rural compulsory education in Fujian is the unreasonable allocation of teachers' resources.In general,the total number of teachers is insufficient,the management mechanism is not smooth,the treatment of teachers is not high,and the professional attraction is not strong;in terms of allocation,too much emphasis is placed on rural areas,ignoring the demand of urban compulsory education schools.In view of these problems,this paper combs the domestic and foreign research status on the allocation of urban and rural compulsory education teachers' resources,summarizes the measures taken and the results achieved in the allocation of urban and rural compulsory education teachers' resources in Fujian Province,analyzes the problems and inadequacies of the traditional allocation mode,and analyzes the causes of the problems from the perspective of theory and practice.On this basis,taking the integration of urban and rural developmentas the demonstration background,taking the allocation of urban and rural compulsory education teachers' resources in Fujian Province as the demonstration object,using the theory of precise governance and service-oriented government,this paper puts forward the concept of precise allocation of urban and rural compulsory education teachers' resources,that is,in the allocation of urban and rural compulsory education teachers' resources,taking into account urban and rural,fairness and efficiency,quantity and quality,accurate and full To meet the actual needs of urban and rural compulsory education schools and promote the balanced development of urban and rural compulsory education.
