Fundations which raise revenue for charitable activities through donations from public have become one significant stream in funding management for welfare services in China. Because of the nature of its publicly raised revenue, many concerns have been raised towards social work services funded by these organizations. After the 5.12 earthquake, fund raising organizations support many professional social work services in the influenced areas. In this dissertation, two social work services, namely the social work services provided by The Social work Research Center of CYU and the Kangzhen Hope School Social Work service project will be used for case study. These two projects are funded by the Chinese Red Cross Foundation and the China Youth Development Fundation respectively.Through comparative study, this dissertation aims at providing both descriptive and analytical information about the operation, cooperation and the funding management between the funding body and the operating organization. In short, funding mode can be categorized as designated commissioning mode, designated cooperative mode, open commissioning mode and open cooperative mode. Through in depth comparison of the characteristics, as well as the strengths and weaknesses of the two funding mode used in our two cases, we can conclude what funding mode would be best for Chinese context. Furthermore we can make recommendations in policy considerations which make ways for stronger base of cooperation among Non government organizations in provision of professional social work services.
