With the continuous adjustment of industrial structure and vigorously develop vocational education, social and employment structure is changing, secondary vocational education, fine arts must be based on the needs of society to make corresponding adjustments and reforms, we must develop a comprehensive capacity talent.China's secondary vocational education has been targeting the training of personnel in the development of skills, the emphasis on students learning professional skills, which affect overall development of students and sustainable development of the comprehensive abilities, yet attracted enough attention. This paper attempts to art through a comprehensive capacity building strategy for the professional research, to further improve secondary vocational education curriculum reform and educational reform, namely, professional competence, social skills, methods, competency-based teaching strategies. Papers in five parts of the comprehensive ability of students in secondary vocational art training to explore the question:Start by describing the art student's comprehensive ability to define and analyze the functional status of art student's comprehensive ability. Grade art students from the perspective of a comprehensive capacity development in order to transfer theory, knowledge and skills to master the formation of the theoretical basis. Grade art students learn in an integrated capacity-building of the successful experiences at home and abroad, to further improve the level art students a comprehensive capacity building strategy. Through the analysis and discussion at home and abroad, focusing on art from the staff of professional comprehensive capacity building strategy for starting to explore the ability to update the concept of all-round development of students, the conversion in the functional adaptability of curriculum, teaching methods, to explore the effectiveness of the staff, build student's comprehensive ability the evaluation criteria, multi-channel development of student's comprehensive capacity-building in terms of resources to improve and build.Grade students in the art comprehensive capacity building strategy for the foundation. With arts and crafts, costume design for the Lesson Study to examine the implementation of the policy effects, from the design of curriculum design; teaching methods of design; display of student ability; findings and analysis of several aspects of the study summed up the problems and the revelation given in the Fine Arts Teaching staff to provide an integrated capacity-building for reference.In short, the paper grade by the art students to explore a comprehensive capacity-building issues, and strove to the micro-macro-management level, operational level, comprehensive ability to construct the training strategy of art truly change the current emphasis on secondary vocational education in the theory, light practice, pay attention to knowledge the ability of light status, the level of art students with comprehensive training into a comprehensive development of professional competence and the people.
