The purpose of education is to meet the needs of social and economic sustainable and healthy development. To better meet the needs of economic and social development of China, the Educational Management Department of China proposes and practices the guidelines of construction of the Quality Educational System (QES). Art Education as the indispensable part of the QES, its importance is widely paid more and more attention with the implementation of QES and the progress of society.Even though Art Education is received widespread attention and developed, there are still many real problems which need to be solved during the development progress of Art Education. One of them is the professional development issue of art teacher. It reflects that the level of teaching is not improved; the quality of teaching is inefficient; the resource of art teacher is lost implicitly; the mobility of art teacher is heavy; some art teacher even undertake a second job, or engaged in doing business; the burnout is serious; and so on. This will seriously affect the team building of art teacher. Then, it is not good for the sustained and healthy development of Art Education of China.In view of the above objective phenomenon, this thesis takes Q Primary School in Chengdu as an example to study the current status of its art teachers'professional development issue through the survey statistic, interview, and historical data analysis. And then analyze the reasons integrated using the knowledge of educational management, social psychology, and statistics. Finally, it proposes the measures to resolve it. This thesis is divided into four chapters.Chapter 1, it includes the proposition of art teachers'professional development issue, the status of study of domestic and foreign, the purpose and significance of this study, the idea and method used in this thesis, and some basic concepts.Chapter 2, it designs two kind of type questionnaire for the professional development of primary school's art teacher.Chapter 3, it studies the current status of art teachers'professional development in Chuanhua Primary School using the designed questionnaire. And then classified analyze the issues existing, harmfulness, and the reason.Chapter 4, it proposes some measures to resolve the existing issues from two aspects: management department and personnel, what is based on the actual situation of this school, and combined the theory of industry research. At last, it summarizes that the professional development of primary school art teacher is inseparable from management's guidance, attention, financial input, policy support and the consciousness change to implement the plan of promoting art teacher's professional development; it is inseparable from teacher themselves possessing the consciousness of actively pursuit the professional development, the correct teacher views; it is inseparable from the ability to develop and utilize arts curriculum resource, to actively seek training and research, and to further improve the use of information technology in education.
