Since 1985 proposed university logistics reform and made explicit its socialized direction, the university logistics reform in China has carried out for over 20 years. Reforms have achieved extraordinary success, first adjusting smoothly the logistical management and operation system. University logistics has developed in a vital way that has never existed before. However, along with the in-depth reform, many profound contradiction and problems have emerged. Especially since 2003, the logistical reform in many universities has fallen into dilemma, hence the obvious slower speed of logistical reform. Due to the disunity of ideological cognition, imperfection of system transformation, inefficiency of government, insufficiency of external conditions as well as the limitation of university logistical social participation and market allocating resources, the inherent thought and traditional pattern of university managing logistics all on its own have not altered radically. The mission of establishing a new logistics system with Chinese characteristics that represents the socialization direction and adapts to the needs created by the fast developing higher education is far from being accomplished. Advancing and deepening reform require drawing on new theories.From the angle of service outsourcing, aiming at solving the problems and overcoming the difficulties in logistical socialized reform, learning from the foreign logistical mode, this paper studies and dissertates the thoughts and strategy to further logistical reform, arriving at the new type of logistical supply strategy of service outsourcing. Furthermore, the implementation focus and corresponding solutions and suggestions are also dwelt upon in this study. This thesis consists of five chapters. The first chapter is the introduction, which briefly discusses the background, significance as well as the relevant studies abroad and in China. The second chapter analyzes the concept and connotation of logistical socialization, and explores the causes of these reforms. moden public management concerning the support of service outsourcing is expounded, including its reference significance over the socialized reform of the logistical reform in China. Chapter 3 chiefly reviews and analyzes the developing history and current mode of the logistical reform. The main problems and restrictive factors in outsourcing are studied with emphasis, from the perspectives of cognition, system, policy as well as the external conditions. Chapter 4 introduces the logistical operation mode and characteristics in some universities from developed countries, and summarizes their characteristics, especially their inspiration for the university logistical reform in our country in the area of outsourcing application. Chapter 5 puts forward the fundamental ideas, mode selection and solutions & measures to deepen the domestic socialized reform in university logistics, based on the concept of new public management reform. Meanwhile, the necessity, feasibility and implementing procedures of the logistical reform are explored emphatically, followed by the corresponding suggestions and solutions to specific problems in outsourcing practice.
