After more than 20 years of practice and exploration,the socialization reform of colleges and universities has undergone profound changes in its management and operation.The degree of socialization in management concepts,operational models,and practical mechanisms has been deepening,and it has become a modernization and social development of colleges and universities.As an important exploration content of college logistics social reform,college canteen reform has become a hot spot and focus of reform.At the same time,the college canteen service outsourcing model emerged in this context and was adopted by many domestic college canteens.In the Circular of the Ministry of Education on Strengthening the Management of College Canteens in 2002,it was clearly pointed out that "the main function of College canteens is to provide catering services for teachers and students,which has obvious public welfare","the socialized reform of College logistics,although the operation mechanism of student canteens has been reformed,as Party A,colleges and universities have the power of management and supervision.The obligations have not changed ".The article starts from the background of the socialization reform of college logistics,and studies the current situation at home and abroad,the basic concepts of college canteens,public service outsourcing,university logistics socialization,new public management theory,principal-agent theory,supply-side structural reform theory,etc.Under the premise of theoretical basic research,this article explores the exploration process and main modes of domestic catering service mode.What's more,we analysis the basic situation,practical effects,main experience and existing problems based on the questionnaire survey and field visits of the canteen service outsourcing of three colleges and universities in Shaanx,Based on the satisfaction of teachers and students,starting from improving the service quality of canteens and the whole process management of catering service,how can the management departments and teachers and students of colleges and universities better fulfill their rights of management and supervision,and how to change the service concept,improve the management mechanism and set up the catering service outsourcing system? Operating supervision platform,improving professional level and creating cultural atmosphere are five aspects to put forward perfect strategies and optimization path.
