The 21st century, in our national innovation system and vigorously promote the critical moment, teachers who in charged with nurturing the creative talents of professional responsibility, the importance of their own innovation capability have become increasingly prominent. However, due to pay not enough attention, and some objective constraints lead the innovation capacity of our secondary school teachers current development level is low, there are some problems need to be solved. Education experts also conducted some researches which has been showing results, but this system has not been built completely.In this paper, based on previous studies, there are some innovatives which try to use the empirical method, first by the Delphi method in this paper to fully consult the views of experts within their abilities to build a secondary school teacher innovation ability evaluation index system, and through this index of the preparation of secondary teachers in innovation surveys, in Hebei Province and Hunan Province, more than 700 schools teachers take part in the survey, 634 questionnaires were recovered, ultimately, 597 the effective questionnaires, after the author carried out the interviews, get first-hand informations on the status of innovation, these teachers from the first information is beneficial to secondary school teachers based on innovation capability.This article is divided into five parts: Introduction discusses the proposed basis for this issue, domestic and international research reviews and research ideas of this article; The second part of innovation and innovation in concept and content, based on the content of the innovation into creative consciousness, creative personality, creative thinking, creative skills in four dimensions, and then explained the concept of secondary school teachers in innovation and the main content; The third part of the questionnaire data analysis and interviews based on analysis of the status of secondary school teachers in innovation, this part is the key chapter, data, charts clearly reflects our current secondary school teachers and their lack of innovation and capacity and must to be improved; The fourth part is about the constraints of Chinese traditional culture in the innovation, educational system barriers to innovation, work environment, the inhibition of innovation, culture training policy constraints to innovation, teacher personal qualities influence on innovation in China is discussed in the causes of problems; Part five of the educational policies issued from the administrative departments of education, reform the appointment system, improving teacher training, high schools provide a more relaxed academic environment for teachers, promote research, encourage innovation and the associated in-service training, teachers establish their own sense of innovation, innovative knowledge to enrich and adjust various aspects of physical and mental state for training secondary school teachers innovation methods and recommendations.
