The 2014 central rural work conference pointed out, to "actively and steadily push forward urbanization, as well as we need to promote new-type urbanization in order to complement each other with the agricultural modernization. Highlight the characteristics of promoting the new rural construction, strive to make the broad masses of peasants to live a better life." Thus, the urbanization became an important strategy for our country to promote the development of the rural economy and ensure that the peasants live and work in peace.Tianjin as one of the four municipalities directly under the central government in China and the biggest coastal open cities in the north, its urbanization process has achieved fruitful results. Relying on the established model of small towns, Tianjin has established a "four-step" new rural urbanization path. However, along with the rapid development of urbanization in Tianjin, the problem of rural human resources development has been paid attention by more and more people. At present, from the overall perspective, the overall quality of rural human resources in Tianjin is low, which needs a better planning and development.Human resources is the "first resource", promoting the development of urbanization, as well as the long-term development of the rural economy is inseparable from the effective development of human resources in rural areas.In 2014 the central first document pointed out, to strengthen the education training for the new professional farmers and new agricultural business entities.Therefore, how to carry out the education and training activities in a scientific and reasonable way, and improve the level of peasants’ overall qualities and professional skills, as well as effectively develop human resources in rural areas of Tianjin in order to stimulate the development of rural internal power has became an important issue in promoting the development of urbanization in Tianjin.This paper mainly adopts the method of literature research, investigation, comparison analysis, combine quantitative and qualitative analysis method and use the theory of human resources, the dual economic structure and public finance.Based in Tianjin, make full use of the research data investigated by my tutor led in recent years about the situation of rural farmers in Tianjin city districts and counties, in that case make clear that the current development of human resources in rural areas of Tianjin. And came to the conclusion as follows: the population in rural area is declining at presence but the regional distribution is relatively concentrated;the overall cultural quality of the rural labor force is low and less of them have received relative training which lead to the result that most of them lack the awareness of continuing education; the development of basic health in rural areas is insufficient and the health care spending is small; the agricultural land is in the reduced tendency decreasing and the rural employment structure has changed dramatically;The basic education and vocational education in rural development is in shortage etc.In order to strengthen the education and training of rural farmers in Tianjin, to promote the development of rural human resources in Tianjin effectively and to impel the development of urbanization process, in this paper, the author analyzed and summarized the experiences of foreign rural human resources development and combined the present situation of Tianjin rural human resources development and has drawn to the countermeasures and suggestions as follows: promote the development of rural education; improve the investment of farmer education and training; improve the management system as well as the system of laws and regulations; optimize supporting guarantee system and build a good environment for developing.
