Although in recent years China shuman resources in science and technology has made great progress, but compared withdeveloped countries there are still not a small gap, this paper is to compare the current all themajor countries of the world science and technology human resources development situation,find out our country science and technology human resources problems and the causes of theseproblems specific reasons, and puts forward some effective countermeasures and suggestions.A comprehensive and systematic introduction of the existing researches about thedefinition of human resources of science and technology, science and technology humanresources characteristic, science and technology human resources evaluation, as well as thescience and technology human resources status of domestic and foreign. On this basis, usingOECD announced the official data, the major countries in the world of science and technologyhuman resources development present situation has carried on the analysis, including thehuman resources of science and technology, science and technology human resources percapita gross analysis of human resources of science and technology, personnel, research anddevelopment expense analysis of quantity of investment analysis and investment financingsource analysis.
