The Research On Chinese College Students'Employment Security System Innovation

Along with the rapid expansion of higher education enrollment, the constantly growing number of college graduates, and the increasing pressure from all aspects year after year, how to resolve the conflict between college graduates' employment and social needs has become a unanimous focus of the nation, society and colleges. This thesis, based on the premise of the increasing difficulty of college students' employment, attempts to analyze the urgency of establishing employment security system and how to establish an effective system to guarantee the high quality of college students' employment from the perspective of responsible relationship between the stakeholders. It is of enormous theoretical significance and practical value for alleviating the current contradiction of college students' employment, propelling the reform of higher education and establishing harmonious socialism society.Beginning with the security system of employment, this thesis gives a systematic analysis of four sections:the employment policy of government, the employment guidance mode of colleges, the service system of social employment and the legal security system of employment. Then, from the perspectives of college students, colleges and society, it also elaborates on the necessity and urgency of building college students' employment security system. Through the analysis on present situation of college students'employment security system, the practical dilemma and its causes, it points out problems such as the imperfect college students' employment security system, the imbalanced security level and the unsound security law system. Founded on the analysis above, this thesis proposes a suggestion that college students' employment security system be innovated from the perspectives of government, society and colleges. Government should improve the current disproportionate structure of industry so as to create a favorable employment environment for college students; promote the effective implementation of employment policy and the reform of employment administrative system to facilitate the rational flow of graduates; bring the legal effects into full play in order to perfect the construction of laws and regulations for college students' employment. Society should also make the best of the capacity of allocating social human resources of employing units, intermediary organization and labor market to jointly promote the smooth employment of graduates. Colleges and Universities pitch in mainly through elevating college students' employment ability as well as completing employment guidance system.To sum up, college students' employment is a project of social project and public service which requires active cooperation and coordination from all aspects. Only by drawing support from government, coordinating effectively the responsible relationship between society and colleges, exerting the overall efficacy of relevant liability subjects can college students'employment security system be virtually perfected, addressing the problems of college students' employment efficiently.
