The plan of rebuilding education from 2003 to 2007 issued by ministry of education advanced the plan of implementing innovation in graduate education. The aim of innovation in graduate education is for researching the law of graduate education, updating ideology, intensifying reform, strengthening innovation, improving the condition of training, promoting the share of resources, building the mechanism of inspirit, training the ability of innovation. Making great efforts to advance the level of graduate education which approaches the situation of developed nations. However, there is much of deficiency in our graduate education which has confined the training of innovation, so we must find the reasons of restricting the ability in graduate innovation, and give the measures of solving. The thesis based on theory inside and outside country and the data acquired form graduate innovation basement in ChongQing university , researched the factors which have confined the training of gradate innovation, and summarized the experiences of developed countries and two innovation-basements in China. In the end, the author put forward some suggestions.This thesis consists of four chapters:The first chapter is introduction. The author discussed the background, meaning, actuality, research method.The second chapter pointed out the restricting factors of ability innovation in educational system. Including (1) the regulations of recruit examinations, (2) the models of training in graduation education, (3)the systems of graduate degree,(4)the construction of graduation specialty. In the chapter, the author detailedly analyzed these four factors.The third chapter pointed out the restricting factors of ability innovation in graduate education process. Which consist of four sides, Including : (l)the curriculums of graduate education,(2)the research practice of graduate,(3)the teacher(4)the mood of graduate innovation. In the chapter, the author detailedly analyzed these four factors.The fourth chapter advocated the methods to realize the aim of graduate innovation. The author summarized the advanced experiences of training of graduate in developed countries and in our two innovation basements, put forward the five solving measures, those are:(1) Reform the system of graduate education.(2) Optimize the curriculums of graduate education.(3) Strengthen the practice training of graduate research.(4) Enhance the construction of teacher.(5) Construct the mood of innovation.The author also detailedly discussed the principles, methods, measures, which implement these five factors through interrelated cases and theory.
