With more and more attention in organizational behavior research, organizational behavior in education inevitably becomes the focus of education research field. This paper studied the teachers organizational behavior is one of contents of organizational behavior. Through the study of teacher organizational behavior, we establish the evaluation and criteria of teacher organizational behavior. In order to assist the education sectors and the principals establish a positive and harmonious evaluation system of teacher organizational behavior. And also hope it can provide a self-diagnosis in behavior for teachers, and help themselves growing and self-improvement. The most important aim is that teacher organizational behavior and teaching effectiveness are optimized.From the perspective of understanding the things, and based on the literature review, the paper is divided the teachers organizational behavior into three categories. They are tendency to self-awareness behavior, tendency to cognizing interpersonal object behavior, tendency to cognizing educational organization behavior. Then On the basis of a questionnaire survey and data analysis, it established a model of teacher organizational behavior. And then quantifying the result and giving them the weighting coefficient by Delphi. The criterion decomposes 3 first grade indexes,10 second grade indexes, and 30 third grade indexes and endows the with weight according to their importance. Finally, this paper discusses the further research in this field, and gives some advice.
