This study, with county funding for education in Zhejiang Province in Republic targeted, makes use of history, education, economics and other multi-disciplinary theories, overall and case, qualitative and quantitative analytical methods. It discusses education funding system design, the source of education funding, education funding distribution and use to explain the financial characteristics of county-level education and reveal the course of the financial modernization.The first part of the thesis is about the county education funding system in Zhejiang Province. The financing system of county-level education is from local fund-raising to district fund-raising and from fund-raising responsibled by the school district to higher levels of government subsidiing for school district funds.The expansion of education administrative functions in county, city and rural areas'level, promote regional classification system in the further development of fund-raising. The establishment and improvement of modern education management system, mainly displays in better educational administration at all levels of organization. From autonomy encouraging learn works to the Government of the Education Bureau, with the combination of the professionalization of educational administration and educational fund-raising mode of institutionalization, the financial administration of local education growes bureaucratization and bureaucratic.The county education funding is analyzed in the second part. Take four Counties as examples to compare the on the education budget during the Republic of China times.The county education funding in Zhejiang in the Republic of China is mainly from the rural communities by increasing rural poverty. Because of environmental impact, education funding is difficult to obtain and new education finance systems in need of modern education is difficult to establish. No change in the community and no raising in the level of modernization, it is impossible to address this contradiction between the development education and the protection of funding.
