1912-1937, after the Beijing government period and the nanjing national government years construction period, the development of Shandong education was mainly manifested in the constant expansion of education, school, students enrolled were increased.The number of female was especially improved. At the same time, this period in general education funds of Shandong which is the education development of the material base also showed a rising trend.However, Shandong political was generally instability in minguo period natural disasters, shandong fiscal deficits continuously happen from time to time. Especially, the Beijing government reign, regime changed frequently, war-torn constantly, most of the funds were used in military war, education can not get enough attention. Education funds were often devour divert,the period of ZhangZongChang is especially more serious. By the 1930's, han fu-chu was appointed as shandong province government and hesiyuan was the chairman of the education department They took a series of measures to develop education and raise the education funds, the rectification period before the outbreak of the war, shandong education funds present stable growth trend. The growth of education funds promoted the development of education.To discuss the sources of shandong education funds quantity and education development, the distribution, the relations between education funds inadequacy of cause and effect during the period of the republic of education has certain significance to China's education and social research.This article mainly from the following several aspects:The first part, the development of Shandong education as well as the way of education funding sources in the late qing dynasty. After the education reform, the government adopted new educational system and new regulations, education got a certain degree of development. In the late qing dynasty the ways of education funding sources mainly included four aspects:namely officer paragraph dialed, interest and industrial rented, folk endowments and tuition fee income.The second part, education development of shandong during the period of the republic. Due to Qingdao education funds was directly allocated by the government funding, and has particularity any other region of Shandong, so it was chosen as a case in the selected region to compare research.The seventh part discusses the county education funds of case. This paper mainly selected DE county, linyi county, weifang county, zhanhua, etc Yi county, the county to represent some counties are discussed and the funds situation comparison. The eighth part discusses different nature of the school funds case studies. Selected several representative different nature of the school, there are second rural middle school, Baxter provincial normal, provincial second normal discussing respectively in this paper, the schools funds compared various and of all kinds school the rationality of the allocation of funds and the existing defects.The final part of education funds analysis during the period of the republic of shandong, the defects of modern education development to provide experience for teaching.
