The Text Analysis About The Employment Policies Of University Graduates In China

The situation of university graduates has become to the focus of the public concern. The employment policies of university graduates have played an oriented and manipulative part in their employment, and the research and analysis about policy has always been the field that attracted great attention from government and researchers. The paper explores 75 policy texts of university graduates from 1993 to 2007 by means of text analysis, which is innovative.China has established socialism market economy system in 1992, consequently, the employment of university graduates has switched to the stage of choosing a job independently under market economy system. According to the background and features of the employment policies of university graduates, the policy texts from 1993 to 2007 have been divided into three periods:from 1993 to 1998, from 1999 to 2002, and from 2003 to 2007. According to the different effect of these texts, they can be divided into five kinds:the policy of employment channels, the policy of employment capability, the policy of employment security, the policy of employment market, and the policy of employment support, which are the frame of the text analysis. Firstly, the paper describes the transformation of the policies from the stage of guaranteeing job assignment with administrative directive in the planned economy system to the transitional stage from the meeting between the supply and requisitioning parties to the two-way job choice, then to the stage of choosing a job independently taking market as a direction progressively in the market economy system. Then it gives a presentation of the contents about five kinds of policy texts in three different periods. After that, the text analysis of the policies are emphasized in three periods. Based on these analysis, the author concludes that five kinds of the policies have some deficiencies. In the end, the paper concludes suggestions from the view of text design with pertinence. The paper suggests that the government should enhance the level of the compensation in the policy of Development of the West Regions, establish instruction policy text within the whole employment process, cancel the restrict of the resident status, perfect social security, set down relevant policy to coordinate the agencies in the employment market, and lead the needy graduates an active state.
