The balanced development of education is an important foundation in building a harmonious society. To some extent, the balanced development of education is a important way to promote education fairness. The imbalance situation in the development now needs to be changed to be balance and all sided. The purpose of this study is illustrating the importance of a balanced primary education through designing new policies in primary education balance. In order to gain availability in this area, government should take an important role in drawing up policies and systems. This article researches the balance of basic education issue from administration management angle with balance theory, education equity theory and other theories related. Both using quantitative and qualitative research, this article analyses the data collected in those two ways and illustrates the problems existing in developing new system of primary education balance. Meanwhile, it compares the situation of the system creation in Chengdu to other cities, and uses the situation of Chengdu as the case to explore the rules of primary education balance development and gain some useful inspire. And this article places much emphasis on government role and functions.The actuality of China's primary education presents in different forms, not only in different layers such as between urban and rural areas, between the inter-school, between the geographical imbalance, and so on; but also in different stages such as starting point for education, the process of education, the results of the uneven and so on. It would be helpful by combining these two parts when analysing the issue. This article analyses the situation of the non-balanced education situation in our country and the negative effects it causes from different angles, and lays importance on the balance between urban and rural areas.According to the analysis, these non-balanced education situation in our country mainly confronts the system problem. There is little system to promote the development of balanced education, also the systems about this area we have now exist many problems. Meanwhile the public financial system of our country is not perfect and reasonable. This article points out that the unreasonable financial system has much effects on the development of balance education. Finally, the supervision of the government isn't enough.In recent two years Chengdu city has formed a suitable pattern of balance education for itself, which is integrating urban and rural education by focusing on reasonable resource distribution. It initiates standard construction project in rural education, long-distance education in rural areas and so on and the city makes great achievements in the development of balance education which is worth learning.The last part of the article points out the key factors when innovating the new system. First, the government should buildup the system innovation abilities and the public financial system should make some suitable changes. Then we should establish the education resource distribution system and education appraisal system. Finally we should perfect the education supervision system and education sustaining and ensuring system.This article sums up many system innovations in and abroad on the development of balance education and explores the difficulties their researches came across, and offers some effective suggestions to the difficulty.
