At the beginning of this century, China has basically popularized the nine-year compulsory education. However, due to some historical reasons and a vast territory, the situation is very different, therefore, and in order to achieve the purpose of education equity in China, some balanced development of education strategies need to be taken. In recent years, through the government’s efforts, in the region internal schools on hardware basically achieved equilibrium, the school education teaching basic meet demand, but this is just the hardware of essential equilibrium. And the real balance of education is not just a simple equalization on the number of educational resources and the "one size fits all" configuration, but different schools can meet the development needs of students. To realize balanced education, combined with the geographical environment of the school which is necessary based on each school’s unique characteristics, cultural characteristics and the reality of the university’s reasonable allocation of educational resources, so that the configuration of the hardware resources in schools to adapt to the school’s development needs to achieve a "soft hard "organic combination, and take the distinctive development of the road.Guangxi Donglan County and the Southeast Chongqing are located in southwest China, where the terrain is complex terrain, hilly and mountain rivers in the world system, the formation of a complex and diverse ethnic culture. Have a common characteristic of these areas are generally poorer and the poor condition of the basic education schools, educational resources are limited. The diverse national culture and the realities of poverty conditions determine the importance and necessity of school characteristics and the development of the road. In the investigation of these areas, some schools make good use of local characteristics in the development process, the rational allocation of school resources to make the school better. Donglan three-stone secondary school graduating class in accordance with local communities and the needs of students streaming, quality of training of students is more diversified; County school and the center of the Aidong primary school according to students, campus culture, internal factors, to strengthen the construction of campus characteristics and culture, optimizing allocation of resources to improve the quality of school education; Donglan Aidong secondary school to introduce new educational philosophy, to carry out the Waldorf experimental class, not only makes the student has been fully developed and more diverse education and teaching methods; Qianjiang national primary school, Xiushan Experimental secondary school, Xiushan Mei Town national primary, ethnic characteristics and culture of the communities in which the national culture to introduce the campus heritage and protection of national culture in the school. The inspection also found some problems:the school’s development concept is not well with the actual combination of quality school, education authorities in the allocation of educational resources are more likely hardware configuration "one size fits all" Through the development of these schools "local conditions" attribution analysis, development of the concept of primary and secondary characteristics, principles and recommendations, and provide a reference for the development of other schools.Balanced development of education is not part of school development, nor is the development of all schools equally, but each school based on their actual characteristics of the development. The combination of geographical features and cultural characteristics of the local school development process, a reasonable allocation of resources, according to local conditions to go for the development path of its own characteristics, so that basic education can be achieved, a high level of balanced.
