Germany is one of the most developed countries in the world. Once severely damaged in the World War II, Germany has recovered quickly and made great achievements in its modernizations. Among the reasons for such a success, education is probably the most important one, which has been traditionally valued . The concept of key competencies was proposed by Mertens in 1974 . Since then, key competencies have played a decisive role in the success of Germany's development. This paper illustrates the connotations of key competencies ; analyzes how the concept of key competencies appeared in Germany in 1974 and places much emphasis on the ways key competences have been developed and employed. Based on the comparison between key competencies and quality education, this paper concludes the German education system cultivates students'key competencies in a way China can learn to refresh our mind , borrow valuable German experiences to promote our quality education.
