The Evaluation Of The Key Laboratory Of University On Research And Performance

The advancement of scientific and technological is the of source and motivation of a country and nation's upgrading. The achievements of the key laboratories is playing an increasingly important role on the progresing of scientific and technological. With the increasing of the constructional input to the key laboratory, it is necessary to evaluate the performance of the input and output level, however, the evaluation of performance on the laboratory is still in its infancy in China, and has not formed the system of methodology yet. The development of the theory and methods of laboratory performance evaluation, making a most scientifical and rational distribution of research resources, and mobilizing the enthusiasm of the research departments farthest. Make a reward to the superior department and put down the inferior departmen, so that more and more resources will be flow in accordance with survival of the fittest, and it is important to the development of superior lab.The purpose of this study is to make sure that what is the important factors on the performance of laboratory research and how can we improve the efficiency of the using of resource. What is the level of the key laboratories on research performance and how to evaluate it objectively,and what is the disparity between different laboratories and what is the reason, and what measures should be laied down to improve it, and what method should the higher authorities use to guide the laboratories to the high-perfrmance?This article uses the method of correlation analysis to filtrate the input indicators and output indicators, and analysis the research performance of 16 key laboratories in Chongqing colleges which belongs to the Chongqing authority through the basic CCR model of data envelopment analysis and the introductional of ideal decision-making unit model of DEA and sort them in order to find a right way to evaluate the performance and expect a reasonable performance evaluation results. I conclude the result through the study of the paper that the method of introductional of the ideal decision-making unit model of DEA can limite the value of the weight and solve the problem of the sort of the decision making units and is an effective method to performance evaluation, and can be applied to other areas in the performance appraisal. But there are many limited factors and other further study, for example,the choice of the index system, the accuracy of the data, the quantity of the sample.Through the study of the performance of the key labrary of the college owned to the Chongqing authority we conclude that, the performance of the labrotory of Computer Networks and Communications Technology in Chongqing University of Posts and Telecommunications take the first palce, while the perfoermance of the labrotary of Special Children's Psychological Diagnosis and Educational Technology in Chongqing Normal University take the last place, it provide laboratory the tools of self diagnosis, and make the advantages developped and the disadvantage improved.The relevant departments can take appropriate measures to guide the key laboratories of colleges to higher-performance.
