Along with the deepening of reform and opening up ,In the Chinese Communist Party Congress report clearly pointed out: "Co-ordination of urban and rural economic and social development, build modern agriculture, develop the rural economy and increasing farmer's income, comprehensively building a moderately prosperous society in a major task." Adoption of urban and rural development, to break the urban-rural dual economic structure, the establishment of a new system of urban and rural egalitarian society, which is the party in the new historical period, made a major strategic decision. Urban and rural development is a complex engineering system, while the urban and rural educational development is the key to urban and rural development. Because education is an important way to enhance human capital, and basic education is the most important. The integrated development of urban and rural basic education are very Important for the achievement of educational equity and building a harmonious society and promoting social fairness and justice .The Ministry of Education approved in 2008 for the national co-ordinating urban and rural areas of Chongqing Education and experimental zone for comprehensive reform, the Chongqing municipal government with the actual situation of the city, issued the relevant policies and measures to balance urban and rural educational development, which has accelerated the integration of urban and rural basic education. But basic education development gap between urban and rural areas still exist, exploring its causes, we can easily find a mechanism and institutional factors that have hindered the integration of urban and rural basic education. Therefore, this article analyzes the development of basic education in urban and rural areas of Chongqing on the basis of the status quo, from the institutional perspective , analysing its causes, and combining the actual situation in the city, proposed to build co-ordination mechanism for integrated development of urban and rural basic education, promoting co-ordination of urban and rural-based Education and coordinated development. This first chapter of Introduction to introduce the study of the significance of domestic and foreign research overview and purpose of the study and research methods. The second chapter describes the core concepts and research papers related to theoretical basis. The third chapter is one of the priorities of this article, the analysis of basic education in urban and rural areas of Chongqing on the basis of the achievements made in the development, focusing on analysis of the development of basic education in urban and rural problems in perspective from the mechanism analysis of cause of the problem lies. Chapter IV is the focus of this article, but also the difficulty this article. Proposed to build integrated development of urban and rural basic education principles, and to that principle as a guide, to build integrated development of urban and rural basic education, the corresponding mechanisms.
