A Study On The Coordination Mechanism In The Development Of Urban Agglomeration In Central Henan

Since 21st century, the process of globalization and informationization has been accelerated gradually. In this context, a new structure of economic development begins to form gradually and the integrated development of urban agglomeration becomes the main driving force of promoting the regional economic development. By integrating various resources in the region and optimizing the industrial structures of different regions, together with the powerful transport network, the urban agglomeration forms a competitive economic entity and promotes the constant development of regional economic and social integration. With the deepening of China's reform and opening up and the continuous improvement of socialist market economic system, the pace of urbanization increasingly accelerates, not only expanding the urban size and increasing the urban density, but also making the city clusters developing gradually in China. In some economic developed regions of China, the developing mode of city cluster comes into being, playing an important role in the process of regional economic development.Since the implementation of strategies for boosting the rise of Central China, the government of Henan province puts forward the development strategy of building a urban agglomeration in Central Henan. The urban agglomeration with great economic strength in Central Henan is the core region of Henan economic development; it becomes the main driving force of promoting the regional economic development and the key carrier of achieving the rapid development of Central Henan. The region of Central Henan is rich in natural and labor resources. With an effective labor division and industrial structure revision among cities, it has a powerful competitive force. The coordinated development of urban agglomeration in Central Henan is the significant basis of forming its integrated competitive force. Promoting the communication and cooperation among cities in the region of Central Henan and achieving the sustainable development of regional economy in Central Henan is the main problem of Henan Provincial and Government currently. However, by analyzing the recent integrated developing situation of Central Henan, we can find that profit conflicts often exist among cities for the reason of lacking in an effective city coordination mechanism. What's more, the phenomenon of the duplicate construction of infrastructure, the similar regional industrial structure, and local protectionism, etc. is also serious, which influences the integrated development of urban agglomeration in Central Henan a lot and weaken its overall competitiveness.Through analyzing the current development of urban agglomeration in Central Henan, this thesis points out the specific reasons that lead to the slow development of urban agglomeration in Central Henan; on this basis, the necessity of government coordination mechanism in building the urban agglomeration in Central Henan is discussed. After studying the relevant foreign experience in dealing with the coordinated development problems among cities in urban agglomeration, this thesis proposes the principles and objectives of building a coordination mechanism of urban agglomeration in Central Henan. In the end of the thesis, the specific strategy choice of building a coordination mechanism are raised, in hope of promoting the coordinated development among local governments and enhancing the overall competitiveness of urban agglomeration in Central Henan.
