With the development of special education, people understand the importance of pre-school education with special needs children deeper gradually. Countries in the world are paying attention to early education for disabled children. The domestic status quo is that a lot of families of children with disabilities need early education and rehabilitation, and the State can not meet the real needs in public institutions for a variety of reasons. Private pre-school institutions for children with disabilities continue to emerge. They have flexible modes of operation and as possible to meet the needs of parents of children. At the same time due to the absence of national policies, poor management within the private sector and so on. Private institutions are mostly at the edge of survival. However, the researches in this field are few.In order to understand the real living conditions of such educational institutions, with a private institution in Chongqing as a case. This study used survey research. First of all, investigate the external and internal environment of the case, and with the era environment, policy environment, competitive environment, start to explore the impact on the survival status of the case. Secondly, investigate various aspects inside the case's analyze the status of its existence. In the description of its internal situation, the main purpose is to collect the tenet and orientation, institutional organization and management, institutional service team organizations, institutions service quality, institutional size and the material conditions of service and utilization of the conditions.The study found:first, it's main serving objects are children with developing disabilities, and the fact is that in public institutions, is lack of this aspect, so it's possible to develope. Secondly, because of the nature of the private non-profit service, the case can better meet the needs of children and parents. However, low levels of internal management of institutions, leading to complaints from teachers within the organization continued, seriously affecting the institutions to create a harmonious atmosphere. At the same time, due to not realizing the nature of nonprofit organizations well, and having the purpose of profit, the management level not keeping up, partners in the case can not have a sense of trust. And institution may collapse at any time. Thirdly, due to the shortage of funds, the creation of institutions can not keep up the education needs, teaching and learning environment is poor, acute shortage of teaching aids,low pay with teachers and poor training opportunities, their professional capacity can't upgrade. Teacher turnover rate is high. The final outcome is affecting the turnover of students. The only source of funding agencies is tuition fees, so the loss of students led to a shortage of funds and this round-trip seriously affect the survival and future development of the case.Therefore, it is recommended that the government should as soon as possible to design appropriate policy for local conditions, apply equally to public and private agencies to give them financial support and tax benefits. And to provide appropriate teacher training and management training. The institution must improve internal management greatly to change the leading style from sensation to system.
