Qin and Han dynasties are the period to form and develop China,meanwhile it is most important period of ethnic infusion.He and Luo area,as the most prominent place of Chinese culture,is gathered and integrated by many nations,which not only expanded the cultural communication areas,but also infuse new elements to form He and Luo cultural spirit in the future.Minority here is one of the most important aspects to research.Presenting the developing clues of minorities in He and Luo area during this period has greatly significance to explore the course of ethnic pluralism.There were complete infrastructure,such as advanced agricultural foundation,prosperous commercial economy,convenient transport network and deep cultural deposits which provides preconditions to absorb minorities in migrating here.The reason that a huge migration wave formed here during this period has close connection with a series of national policies carried out by the government which was summarized as implementation of solace and force.The policies,such as publication and arranging marriage with minority ruler in politic,supporting measures in social life,help eliminating the concept of Yi-Xia,and also facilitates the national integration.In addition,the climate and other factors greatly promote minorities around to migrate.They used different ways to gather here,like military adhesion,tribute presentation,and hostage exchange undertaking business and trade,or broadcasting religion and relief,which enriched the national formation.After migration,they directly or indirectly introduced the local custom, national culture,religion and relief,etc into He and Luo area which brought great effect on social economy,social life,religion,and science,art and culture here.
