For years, the relationship between doctors and patients deterioratecontinuously, especially in 2012 to 2014, a growing number of the violence against medical staff incidents happened in china and the number has grown to a peak. Regions where the violent injury medical incidents occurred and the quantities of hospitals increased sharply. The loss of property and the waste of medical resources which are caused by violence injury are also rising year after year. Chinese hospitals association made a survey named "Situation of violence against medical stuff in their work place" in December 2012. The result show that the average number of violent incidents occurred in every hospital is 20.6 in 2008, which rose up to 27.3 in 2012. There were about 40 incidents of violence occurred in countrywide from 2003 to 2012, and the number rose up to a peak in 2012. All of the violent incidents bring the medical stuff infliction of injury, even destructive consequence such as physical disability and death A large number of violent against medical staff events are the key words in media headlines, and the tense relationship between doctor and patient emerges and are well known by public. Violent against medical staff is not only a medical problemanymore; it turns into social problem.Violence injury medical refers to the medical staff in their workplace threatened or attacked by patients and their families or the society staff, and lead to their psychological, physical, health and safety for obvious or not obvious damage. As a general rule, the main reason of the patients and families take violence is patient’s disease could not be cured or patients dead, or just suspected the treatment. Based on analysis of the literature, investigation and the questionnaire survey, it can be found that the main reasons of the violence injury occurred frequently in China are Pharmaceutical and health care system is not complete, the information between doctors and patients is inequality and the communication between doctors and patients is inadequate, etc. After considering, the problem of system is the fundamental and main reason, patient information inequality and lack of doctor-patient communication is direct and secondary reasons. System problems will cause problems between doctors and patients. In bioethics, the principles of positive, respect and justice is the theoretical framework. In order to build harmony relationship of doctors and patients, the patients, medical staff, social and government should abide by these rules. Firstly, both doctors and patients should take each other’s lives as the highest value, no damage whatever happened. Secondly, patients and medical staff should trust and respect each other, take each other as the most estimable person in the world, respect each other’s independent personality and psychological feelings. Thirdly, the patients and families should regard medicalscientifically, aware of the complexity of the disease and the limited of medical. All of the patients and doctors and the social should judge the incident fairly. The most important way to reduce the events of violence against medical staff is to deepen the medical and health system reform.A system and reform should embody the people-oriented, and take the respect of human dignity as the ultimate appeal; increase and balance investment of medical and health, to perfect the medical insurance system and take it as citizen’s basic rights, to provide equal health care services; intensifying reform of public hospitals, make public hospitals become welfare institutions, etc. at the same time, improvement of patients, doctors and social public also cannot be ignored. Such as enhancing communication between doctors and patients, media report objectively and correctly, expand the channels of medical dispute mediation, etc. multi-pronged efforts can build harmony relationship of patients and doctors as soon as possible.
