Research On Performance Evaluation Of Sports Investment In Jiangsu Province Based On DEA Model

In recent years, with the increasing input of the Chinese government to sports, the efficiency evaluation management of it also became an important, difficult and heated concern to academic community and relevant government departments. In order to measure the performance of the local government at the provincial level on sports, this thesis takes the performance of Jiangsu provincial government on sports input as the research object, and adopts the method of description and statistics to analyze the current development of sports in Jiangsu province; Under the guidance of principles such as scientificity, systematicness, feasibility, sociality and public welfare, the thesis will try to construct the two aspects of the performance evaluation index system, which are the input and output of Jiangsu province on sports(including two first-level index, five secondary index and20tertiary index), and analyzes the meaning of each index; And use the method of Data Envelopment Analysis (DEA) to carry on the empirical analysis of the performance of Jiangsu province on sports during the period of2005-2012, from the angles of the comprehensive efficiency, technical efficiency, scale efficiency and scale benefits, and draw the following conclusions:(1)From the analysis of comprehensive effectiveness, the performance of Jiangsu provincial government on the input and output of sports is DEA effective in the years of2005,2007,2009,2012, and not DEA effective in other years. The reasons mainly lie in the shortage of fiscal output and the low utilization ratio of sports personnel and capital, thus lead to the relatively insufficient output.(2) From the analysis of technical effectiveness, apart from2010and2011, other years are all effective. It indicates that compared with other six years, these two years see a low valid transformation ratio between the input and output of Jiangsu provincial government on sports, and the government agencies and institutions fail to make full use of the input. However, the DEA score of technical efficiency in these two years reaches more than0.97, close to1, therefore, if the relevant departments make an effort to improve the combination of sports personnel and money and strengthen management, the efficiency of technology is sure to be improved effectively.(3)From the analysis of scale efficiency and scale benefit, in the years of2005, 2007,2009, and2007, the scale of sports input and benefit of Jiangsu provincial government is reasonable, with its input scale valid and its scale benefit unchanged. In other years, the scales are increasingly large, and with its relative small scale, the multitude of output is growing faster than that of input. If the government appropriately increase capital and manpower investment, the benefit of gross output of sports will be considerably larger.Generally speaking, during the period of2005-2012, Jiangsu provincial government performs well in the years of2006,2008,2010and2011on the output of sports, and in the years of2005,2007,2009,2007, the performance is even better with the comprehensive efficiency, technical efficiency and scale efficiency all reaching1, and the scale benefit unchanged. At present, the performance of Jiangsu provincial government on sports in input is relatively satisfactory, while its performance is excellent in output.This thesis holds the view that to promote the sound and fast development of sports and to improve the performance of government’s input on sports, an important approach is to have an overall grasp of the most optical government investment scale and orientation, and to perfect the sports investment management system. The fundamental measure to realize the efficiency of government investment on sports is to establish a people-oriented innovation system.
