On The Institutionalized Level Of Improving Political Consultation And Democracy

The political deliberation between the Communist Party of Chinaand the democratic parties is a kind of deliberative democracy inessence. The report delivered at the18thNational Congress of the CPCput forward to establish and consummate the socialist deliberativedemocracy system firstly. Based on the18thNational Congress of theCPC，the Third Plenary Session of the18thNational Congress of theCPC made a strategic plan to consummate the socialist deliberativedemocracy, and put forward to promote the development of democraticdeliberations widely, diversely and institutionally. Among them, ahigher level of one part of the socialist deliberative democracy systemis the political deliberation between the Communist Party of China andthe democratic parties. Strengthening the construction of institutionaldeliberative democracy system and improving the institutionalizedlevel of deliberative democracy are of great importance toconsummate the political deliberative democracy and socialistdeliberative democracy system.The main content of this thesis includes five parts: the preface,the basic theories, institutional framework, analysis of the historic andpresent situation and path. The basic theories introduce the meaning,characteristics and value of political deliberative democracy.Furthermore, this paper highlights the equality of political deliberativedemocracy and the influence of deliberative democracy on thedemocratic parties. In terms of institutional framework, based onanalyzing Huntington’s institutional theory, this thesis constructs theanalysis framework of China’s political deliberative democracy (meaning, elements and evaluation standards of institutionalization ofpolitical deliberative democracy). The last two parts, by institutionalanalysis framework for reference, this thesis analyzes the historic andpresent situation of China’s political deliberative democracy andemphasizes shortcomings of its elements. To improve theinstitutionalized level of deliberative democracy, this thesis putsforward four methods： consummating substantive norms,strengthening the construction of mechanism of procedure,establishing and improving the evaluation mechanism of supervisionand enhance the negotiation consciousness.
