Research On Self - Organization Development Of Public Welfare Youth From The Perspective Of Organizational Factors

For the first time, the third plenary session of the18writes "the system of social management innovation" into the party’s guiding documents, clearly put forward "to strengthen the construction of social management and service system, give full play to the basic role of social forces to participate in social management", emphasized the necessity and importance of activating social organization. The public class youth self-organization as an important force in the social organization, is established by the group of youth with rich public hearts and social responsibilities, and is under the operation independently by the youth. The goal of the public class youth self-organizations is the public welfare of society, and the public class youth self-organization plays a more and more important role in the field of social public welfare.at the same time, the public class youth self-organization has attracted widespread attentions. From the perspective of system-theory, using the method of factor analysis, taking the association of college students’caring home of Kunming as an example, the paper analysis and discuss the present development situation and existing problems comprehensively and in depth. Five main parts are as follows:1. The introduction part of this paper includes the basic idea、the using theory and the theory about the youth self-organization and the public class ones.2. The first chapter has made the preliminary analysis on the concept, characters and functions of the public class youth self-organization.3. In the second chapter, the paper analyzes the background, present situation and developing tendency and points out the problems in the development of the public class youth self-organization.4. In the third chapter, using analytical method of organizational elements,from five aspects of the "organizational goals","participants","technology" and "social structure","environment", the paper has carried on the thorough analysis on the association of college students’ caring home of Kunming, and pointed out the organizational goal was ambiguous and the identities of partipants were limited. And on this basis, the paper discussed the common defects of public class youth self-organization in China.5. In the fourth chapter, combined with the previous parts of the analysis and for the public problems of various classes of youth self-organizations, the paper put forward some opinions and countermeasures. These opinions and countermeasures are that the organization must strengthen the construction of organizational elements model, explicit the organizational goals, and strengthens the construction of its own management mechanism, and that the relevant departments shall provide the necessary policy guidance for this class organizations. In additional, the writer put forward some own opinions about the optimized configuration of the environment of self-organizations.
