The Growth And Uncertainty Of Civil Society

Since the reform and opening up, China’s third sector has had explosive growth which led to a profound change in the relationship between state and society. In the process of communication between the particularity of China and universality of the world, the community governance in China is still at the exploratory stage of development at present, because of the influence of Chinese special culture, history and system, and there still exist great controversy especially on issues between the community governance power and the allocation of resources, The community governance rights and obligations defined etc. In view of this, this article has conducted the research to the problem of community building and the development of civil society.Firstly, this paper makes a basic theoretical analysis of the theory of community, civil society, expounds the development of civil society, Chinese community, and analyzes the relationship between community construction and civil society. As the important goal of the community construction is to set up the modern civil society, is to establish the social management mode suitable to the Chinese democratic politics and the market economy system, it can be said that the community construction provides a good opportunity for the growth of civil society.Secondly, this paper analyzes the growth of the community building and the uncertainty of civil society in detail, based on the case of wenzhou city in community constructioln. In the process of strengthening the community construction, Wenzhou city has transformed government functions actively. It promoted the growth of civil society in certain extent, and has significant meaning to further promote of the city and other areas’s community construction. However, we can not evaluate this score excessively. There are still some problems and weak links in the community construction because of the influence of history, culture and formulation. The uncertainty of the growth of civil society is exposed as the functional failure and anomie of community goverance, which is rooted in the bureaucratic design system in community construction, the interference of religion and religious forces, and also the village governance thought deep-rooted in mind for a long time.Finally, this article puts forward a possible way to the growth of civil society through community construction in regard to the case of Wenzhou community construction and the explanation of the relevant theories at home and abroad. To sum up, it has to implement government community symbiotic governance, to build a four-in-one organizational structure, to enhance the timeliness of community service management, and to increase the community awareness of citizen participation.
