Autonomy, Under The Perspective Of Civil Society

Villager autonomy is a great creation of billions of peasants led by CCP and also a complete cause. Its rise and development not only enrich the construct experience of socialism modernization characteristic of China,but also create theoretical ideas of socialism modernization construct in countryside;therefore,it has imponderable influences in practice and theoretical inspiration,reference and radiation. After 20 years of development and exploration,it has been"basic point"of our country's grass-roots democratic construct in recent years;however,it still has many unneglected problems in practice. Scholars are mostly focused on analyzing its reasons at system level and their resolutions mainly concentrate on continuing improvement of system,but it's not effective and desirable in current social system. In my opinion,as a result of political system reform"from top to bottom",some of its problems are innate. In view of civil society,we should combine the two models of"from bottom to top"and"from top to bottom"and make them form a benignly interactive relationship, thus the reform and fartherness of villager autonomy would have deeper social environment as its support and it is also feasible in practice.The article contains three parts.The first is to explore the internal logic relationship between civil society and villager autonomy by analyzing their concepts and gets the result of them:an inter-promoting and inter-driving relationship. The second focuses on analyzing the four main dilemmas of our current villager autonomy:human relationship and jurisprudence,the pattern of rural-administration and villager -autonomy,construct system of villager autonomy and games between governments at different levels,probing the reasons of such dilemmas and pointing out its inborn limitation as the outcome of political system reform"from top to bottom". The last part offers the concrete measures of resolving the dilemmas of villager autonomy:to greatly foster civil consciousness,to regulate and promote construct relationship between towns and villages,to develop and promote the rural social medi-organization,to gradually standardize the election of members of Villager Committee and revise laws of village organizations.The creative points of the paper are finding the connective point between civil society and village autonomy,analyzing the current dilemmas in current village autonomy from the view of civil society,putting forward the interactive model of promoting village autonomy further.
