The selection and appointment of leading cadres is one of the key links for the construction of the group, which is directly related to the whole quality of the leading cadres. The theory circle has conducted long and deep research on this theme. In the practice, selecting and appointing ways as selection and appointment system, appointment system, appointive employment, open selection and job bidding have gradually come into being in China. This plays an essential role in promoting the development of Party and nation by selecting the appropriate and qualified leading cadres of Party and government to the leading posts of all levels in different ages. Meanwhile, there are still some problems like low public participation and leading cadre inflexibility that need prompt solution. From the perspective of administration management research and on the basis of analyzing the strong and weak points of various selecting and appointing ways of leading cadres that are currently applied in China, the paper believes that lack of strict division of objects, subjects and methods is the main reason for the confusion and low public trust of the selection ways. It puts forward that fastening the classification of leading cadres of Party and government and constructing scientific examination and evaluation system is the basic measures to improve the scientific level of selecting and appointing talent.Based on this core proposition, This topic is analyzed and discussed in this thesis by the study of literature and comprehensive analysis. the paper horizontally classifies the leading cadres into Party and government leading cadres, functional department leading cadres and law enforcement leading cadres, vertically principal, deputy and middle. For the six kinds of Party and government leading cadres, examination and evaluation system that contains different indexes and weights has been designed respectively, which provides support for selecting Party and government leading cadres scientifically. In order to promote the implementation of the above-mentioned examination and evaluation systems, the paper finally proposes solutions from the aspects of basic countermeasures and supporting measures. By classifying Party and government leading cadres and constructing examination and evaluation systems, the paper further broadens the research horizon of cadre selection and appointment and sets correct work orientation for the leading cadres in practice.
