| Corruption is an issue of great concern to the general public. It is the firm purpose of the government to combat and prevent corruption which aims at curbing corruption. Although anti-corruption action is the powerful weapon to curb corruption, it cannot put an end to corruption. Efforts to prevent corruption aim at compensating this weaknesses and enhancing integrity and transparency. So Setting up a system for corruption prevention is the most effective way.In terms of international situation, all countries witnessed a developing trend of high mutual penetration and blending in fields of politics, economy and culture etc., meanwhile corruption also has become a common problem to all of countries. Using system to curb corruption is the latest anti-corruption strategy which together summed up by all leaders.Based on the actual situation, China lives at a time when society undergoing major changes and adjustments nowadays. The social conflicts and social problems, together with corruption, are becoming increasingly emerged. So strengthening corruption prevention system construction can effectively solve corruption.Firstly, this paper looks up and combs correlation theories with the guidance of Lenin’s Power Supervision Theory and national integrity system theory and theory of Controlling Corruption written by Robert Klitgaard.Secondly, this paper makes an objectively analysis to China’s actual situation:Recently some achievements, such as the basic form of the institutional framework for preventing corruption and state organs supervision legal system, has been made and perfected. However there are still some problems need to be solved.Next, this paper analyzes experience of corruption prevention from Northern Europe and lessons of disintegration of the Soviet Union and discusses what should we do to avoid such results.Finally the conclusion of this study is drawn that putting forward to establish and perfect the system of corruption prevention:establishing the national anti-corruption strategy by setting up and perfecting a system of punishment and prevention of corruption and make institutional innovation and incorporate counter-corruption in all our major policy measures, building a clean government, and a monitoring mechanism, including develop the legal system, tighten supervision and improve education system. |
