| Trade union in China is a mass organization led by CCP (Chinese CommunistParty), a bridge and bond connecting the Party and the masses, with four importantfunctions of maintenance, participation, construction and education that areguaranteed by law. In historical periods including revolution, construction and reform,the Party always pays great attention to how to play the important role of tradeunion led by it. After18th National Congress of CCP and the Third Plenary Session,the reform of economic and social development and structural reform are furtherdeepened. How to better exert functions of trade union and how to implement massline of the Party is the key job of trade union under new circumstances. Meanwhile,scholars have done more and more related researches.Previous researches focus on the practice of trade union, but there is almost nopaper that employs related theories in public administration area to study theeffectiveness of trade union work. Using response theory and the framework ofstratified classification index system, with3dimensions,7categories and14indexes,this paper empirically study the response quality of trade unions in colleges towardsdemands from young teachers by sending questionnaire to500young teachers in10colleges in Shanghai.Trying to adopt new approaches and theories brings new discoveries to thisresearch. It’s proved that young teachers in colleges have four main demandtendencies: paying attention to various functions and services of trade union,especially on those related to their personal life and development; being positive inparticipating in democratic management and supervision in colleges; demandingvarious response channels and approaches of trade union; focusing on salary,professional titles and career development.The questionnaire is designed according to every index in stratified classificationindex system of response quality of trade union. After getting statistic results of the422returned effective questionnaires, problems about response quality of tradeunion are demonstrated promptly as following: in the aspect of response scope of trade union, the quality of the range of organization affairs openness is somewhathigh, the quality of response coverage and effectiveness is somewhat high, while thequality of constructing and maintaining engagement channels is somewhat low; inthe aspect of response depth, the quality of response efficiency of trade union issomewhat high while the quality of constructing response ability is somewhat low; inthe aspect of response validity, both response effectiveness and service quality oftrade union is not ideal. Overall speaking, among14indexes,8is good, the opennessof organization affairs, openness of procedures, level of information coverage, thelevel of information convey, business capabilities, processing and feedback speed,satisfaction level and service attitude;3are common or mixed, environment ofhardware and hardware, execution and service effectiveness;3are poor,engagement channels, maintenance channels and institution building. Thereby, theoverall response quality of trade union in colleges is somewhat good, but some weaklinks exist.Targeting these weak links, this paper suggests improving common and poorindexes of response quality of trade union by following approaches: increasing theproportion of young teachers in faculty delegates’ congress, constructing channels torespond demands from young teachers in the framework of faculty delegates’congress, expanding channels to respond online demands of young teachers toreinforcing engagement channels, promoting trade union’s involvement ofsafeguarding legal rights for faculty to get greater say and improve the ability ofpolitical participation and consultation of trade unions in colleges, reinforcing theconstruction of maintenance channels by building legal-rights-safeguard andsupervision mechanism and consultation mechanism for labor disputes. Combiningthese approaches is expected to improve the response scope of trade union.The response depth can be reinforced by improving the business capability andlevels of staffs in trade union, further upgrading the software-hardware conditions ofHome of Faculty and Staff and promoting the propaganda work of trade union.The response validity can be further improved by transforming the methods ofsafeguarding legal rights of faculty and staff from general maintenance to categorized maintenance, transforming cultural and sports activities from centralizedmanagement to human-oriented management and transforming the positioning oftrade union from being out of to penetrating into core business of colleges. |
