| To the government, it is necessary to provide the public services equally in modern market economy. Because of the long term of rapid economic development and the durative improvement of people's living standards, the public services demands have been in the process of speedy increase. However, the unbalance between economic development and social development is exacerbating the contradiction between the incessant increase of public services demands and the deficiency of government supplies. At the same time, the unbalance between the economic development of different regions , and urban areas and rural areas is exacerbating the inequality of basic public services supplies. As a consequence, the building of an all-round well-off society and the harmonious development of economy and society has been restricted. The goal of "Gradually realizing the equalization of basic public services" was proposed on the 6th Plenary Session of the Sixteenth Central Committee of the Communist Party of China. And the achievement of this goal depends on the successful transformation of government function and the establishment of efficient public services supplies system to a great extant. This thesis starts with the concept of the basic public services and the equalization of the basic public services, and then expounds the definition of the contents of the equalization of the basic public services. It analysis the status quo of the unequal basic public services supplies between different areas, and between urban and rural areas, as well as it's realistic reason. On this basis, it tries to probe into measures of promoting the transformation of the government function, in order to accelerate the achievement of the equalization of the basic public services. Through analyzing the reasons, looking for data and practical support, the thesis proceeds from the realistic subject, investigates the theme multi-levelly from large angles, and then gets back to the settlement to realistic problems.
