| Local Evasion System is a special assignment system formed under specific cultural and social circumstances of China. This system is aimed to reduce conflicts of interest in exercise of powers by forbidding civil servants from taking office in specific regions. In the long period of feudal society, Local Evasion System had a positive impact on preventing the formation of regional regime, strengthening imperial power and rectifying officialdom. At present, there are sharp differences toward the system in all walks of life. The system is targeted at major officials in local party and government institutions, because they grip on pivotal public power and have a direct impact on the development trend of local economy and society. Therefore, it bears theoretical and practical importance to investigate the effect of the system, analyze the problems in operation and suppose targeted measure for its reform and improvement.This thesis is divided into four chapters. The first chapter, the Introduction,illustrates the concept of the Local Evasion System and analyzes the characteristics of the system in territory of China。The chapter also explains the research methods and thesis structure based on analyzing both domestic and foreign research findings about this issue. The second chapter, the Historical Development, discusses the evolution process form ancient times, Republic period, the early days of new China until the period since Reform and Opening up according to specific economic and social status of different times. The third chapter, the Existing Situation Analysis, analyzes the attitude toward the system from different social groups, the positive impact of it, practical problems in operation and its causes based on the data of designed questionnaires. The fourth chapter, the Development Tendency and Choice Selection, presents some measures to tackle the practical problems of current system and improve the system as well as relevant social environment on the basis of affirming its reasonability of such system. Finally, conclusions of this thesis are made. |
