With the coming of knowledge economy, the competition among enterprises is not only depended on excellent equipments and abundant funds, but more on the intellect capital and deposited culture .the center of business management is moving to "human", which emphasizes employees' chief part of enterprise inside and customers' satisfy outside; Business management gives preference to culture management through creating enterprise culture which can benefit the survival and development of enterprise improving the cohesive force and centripetal force of enterprise and employees' feeling of affiliation; stimulating excellent employees' consciousness and capability of creativeness; enhancing enterprises credit and cultivating customers' faithful affection .Enterprise culture origins from the practice of business management and is on the upgrade in every country .Enterprise culture is an inevitable result of the development of scientific logic of modern business management which is based on culture. Seen from its whole object history, business management has experienced four stages: experiment managements scientific managements strategy management and culture management. Its total tendency is to soften management.
