Human resource management of a business enterprise is a very important guarantee to realize its strategic target, but performance management occupy the key position of the whole human resource management. And speak from a certain meaning, Enterprise management is just performance management, to set up a scientific performance management system is an inevitable choice of an enterprise to cultivate its core competition capability and obtain its sustainable development advantage in the competition.Performance management has become a hot point in the stated-owned enterprise, more and more governors are trying to introduce performance idea into business management, to promote performance assess, to design salary system based on performance, they hope pass the management creative promote the business enterprise development. However we can't neglect a fact no doubted-the stated-owned enterprise which have experienced economical policy planned by government for many years, didn't change a lot in the market economical society, problems such as out-dated management system, lacking stimulation mechanism, disorderly organization, formalism spread widely still outstanding, which make those advanced management theories unable to be applied good in China. How to design a set of performance management system conform to real situation and develop requirement of state-owned enterprise is a totally new and important topic.SEP company is an extremely large stated-owned electric enterprise, to set up a cultivate enterprise, to strengthen its human resource ability develop, to carry out performance management are key points of the enterprise heavy in the "10 5" program when it devote itself to the Western Development. Being a major designer of the task, the writer insist on the principles include strategy communality,applicability, acceptability, operate ability and test ability, and choose the design idea that guide by strategy, lead by culture, make clear the target, stress the emphasis, emulating combine blaze new trails. After study theories deeply and collect the information about SEP company's strategy, development condition and human resource management, The writer redesign performance management system of the enterprise based on the old system, evaluate the effect and result of the performance management system, and analyze the restrict factors and shortcomings, think about how to improve it.From the design practice, the writer set forth that an enterprise should set up its own performance management system based on its elementary foundation and need, suited the area and time condition, to construct a participative surrounding, create a scientific target system, install reasonable cycle, choice correct methods, grasp advanced process, improve performance trading, reinforce performance communication. The writer believes in that using modern information technique, fasting the research and development of the performance management based on internet, which will give full play to performance management.This thesis includes four sections.The first section introduces the basic theories of performance management, based on the analyze about basic concepts, strategical status of performance management, and the relations between performance management with other taches of human resource management, discussing how two design performance management system according to system management theory, objective management theory and motivation theory, and bring out the system structure of performance management.Section Two analyzes and diagnoses the originally system. According to the analysis of SEP company's development strategy, enterprise structure and human resource structure, find the shortcomings of the originally system, prepare to redesign the performance management system.The third part according to the system management ideology, redesigns performance management system pass though construct performance environment,enhance perfonnance culture, establish normal performance manage process, set up performance assess indicators system, design performance assess scheme, and introduce the actualize process, the exertion of assess results, and the dynamic perfect circs.The last section evaluates the efficiency of the performance management system, summarizes the problems in it, analyze the restrict factors, and list the ways to perfect performance management system.Although the design has been testified in the practice, has made some positive impacts during the actual implementation, it may still need more time to reveal its problems or disadvantages, there is still some weak points. The writer will learn more about performance management and exercise it in the work.
