Investigation Of The Measures Of Establishing Long Safety Mechanism For Grain

Beginning from the concept, character and influence fact of grain safety,analyzing, from the political and scientific point of view, the success and failure forgrain work since establishment of the state, and safety actuality of grain of the state,the author this article considers that fearful famine happened and led to mass death inChina during the time of planned economy, and since opening to the outside andreform, the country has gained tremendous success in the grain safety, the state notonly met the requirement of consumption but also has large stockpile, not only solvedthe problem of short grain supply but also improved the meal structure, whichguaranteed greatly the development of national economy. By analysis of the policiesof grain in a few decades, the article considers that as a result of less understanding ofthe situation of grain both at home and abroad, our grain policies ware short ofscientific plan, short of making overall plans and take all factors into consideration,which resulted in misplay in the process of policies making, implement andsupervising, the policies ware of blindness, deflection, repeating and levity, thatbehaved "more grain – restricting;less grain – promoting' in grain production,behaved "some time more and more, some time less and less" in circulation of grain,so the grain was timely in short and timely was wasted. After all, our current grainsafety level has reached Grade Two by great efforts but the safety base of grain isweak, the cost is high, the capability of risk resisting and the duration are bad. Forexample, the tension in whole China, arose by fluctuation in grain price in the secondhalf of 2003, did not meet the requirements for continuous harmony development andideal society, so we must establish long safety mechanism for grain and insure longsafety for our grain.From the view of a practitioner, the author synthesized history data and set up anoverall evaluation model for grain safety by investigation of experts. Aiming at thepractice in China, thinking much of planning for whole, giving prominence to science,high efficiency and long stable, the author brought forward the thoughts and measuresfor establishing long safety mechanism for grain from the following 7 points ofview: 1) Strengthening legislation, bring grain safety into legal system, stabilizing thepolicies by law, normalizing work by law and ensuring long effective of themechanism by law. 2) Reforming the working organization, raising the managinglevel of government for grain, strengthening scientific macro regulating andcontrolling while building a consolidated, opened, competitive and ordered market. 3)Increasing the production capability and stabilizing the grain yield, that is the base ofgrain safety. 4) Making the best of global market, improving the capability ofensuring grain safety and adding a protecting barrier for the safety of our grain supply.5) Confirming reasonable scale, consummating repertory system of grain for centraland local government, which is the core measure for the government to carry throughmacro regulating and controlling, delay and eliminate grain crisis. 6) Deepening thereform of circulation system and establishing high effective circulation system. 7)Expanding the source of gain, adjusting the requirement and developing substitutes.
