The Research Of Model Construction And Operation Countermeasures Of Cluster Technology Innovation

With the rapid development of technology innovation, the technology innovation system has developed from "linear model" to "network model", and cluster technology innovation model has also become an important application of "network model" in technology innovation. It is in favor of decreasing risk in technology innovation and its outcome industrialization, and accelerating diffusion and learning of technology. This paper mainly study the contents as follow:First of all, the article constructs the cluster technology innovation model. Based on the retrospection of development of technology innovation systems, it puts forward a "three-levels, four-factor-collections" model, and constructs a cluster technology innovation model which takes cluste r member collections as core of it, takes cluster factor collections as direct sustaining factor, takes region factor collections as indirect sustaining factor, takes government and market factor collections as affection factor.Secondly, The article analyzes inherent mechanism of cluster technology innovation. It mainly analyzes the organization effect, technology effect and economic effect. It deems that there are two aspects of organization conspiracy effect namely positive and negative;cluster is favor of accelerating technology diffusion and learning;the effective internal action of cluster members can decrease the innovation cost and have positive and negative network effect.Thirdly, the article constructs the evaluation indexes of cluster technology innovation, put forward the evaluation model of cluster technology innovation. It applies the indexes and the model to evaluate the cluster technology innovation of one fabric cluster.Lastly, It puts forward the countermeasure frame for operation of cluster technology innovation model. According to the model, it mainly puts forwardthe countermeasures from four aspects, namely core cluster member collections, cluster factor collections, region factor collections and government and market factor collections.
