Agriculture is the foundation of the country and the basis of social development.As a large agricultural province,Henan Province should seize the major opportunity of implementing the rural revitalization strategy.we have to modernization of agriculture and rural areas,and put the wings of science and technology on agriculture and rural areas.During the14 th Five-Year Plan period,China’s agricultural and rural development faces important tasks,national food security remains a top priority,the rural revitalization strategy is being comprehensively promoted,and important progress has been made in agricultural and rural modernization.The completion of these tasks need to rely on their own scientific and technological innovation capacity to achieve,to take the road of improving quality.The study on the evaluation of rural science and technology innovation capacity and countermeasures in Henan Province has important social significance for the province in implementing the rural revitalization strategy.This study is based on the current situation of rural science and technology innovation capacity in 18 municipalities in Henan Province.And to build an evaluation system for evaluating the scientific and technological innovation capacity of rural Henan Province.First,we apply the EWM method to evaluate the rural science and technology innovation capacity of 18 prefecture-level cities in Henan Province from 2016 to 2020.Furthermore use the indicators to discuss the influencing factors of rural science and technology innovation capacity in Henan Province.Finally,based on the composite score of each municipality and six external macro impact factor indicators.We can put forward targeted countermeasures and suggestions for improving rural science and technology innovation capacity.The main findings of the study are as follows:1.In the 2016 to 2020 years,the rural science and technology innovation capacity of 18 municipalities in Henan Province showed an overall upward trend.The provincial average score rose from 0.3455 to 0.3667,it rose by 6.14%.2.From the regional ranking of the 18 prefecture-level cities,the development of rural science and technology innovation capacity varies greatly among the regions of Henan Province,and the development is unbalanced.3.From the calculation results,the six indicators have a strong correlation with rural science and technology innovation capacity.These indicators are positive indicators:regional economic development level and technology education,the quality of team personnel,number of technology platforms,capital investment of the company,extent of infrastructure facilities construction.They all have a positive role in promoting the ability of rural science and technology innovation.Percentage of local spending on science and technology education is the reverse indicator and plays a negative role.Improving the infrastructure of rural support is of great help in attracting talents to join and businesses to invest.The development of science and technology innovation capacity and economic development present a healthy cycle,so that the rural revitalization strategy can be implemented more deeply and Henan Province can make better achievements in the new opportunities.
