Along with the high speed the economic development in our country, the conflict between urban water supply and requirement is becoming more and more outstanding, so the quickening of the urban water supply developments is becoming the urgent matter of the moment. The construction of urban water supply facilities takes a lot of funds, but the local funds are limited. Therefore, the government of our country has started to the consider possibility of exploitation of foreign capitals, and the national policy is already shifted from the restriction the foreign capital to leading to direct foreign capital investment in water supply facilities developments. Currently, BOT(Build-operate-transfer) has become one of the very important ways of infrastructure construction financed by private capital in foreign countries, but in our country BOT is still a fresh thing, and many problems related need to be researched.This thesis analyzed the development of BOT in China and foreign countries on the basis of summary of projects and research results, described the basic concept of BOT completely, the merits and shortcomings and application field of BOT, and analyzed the operation procedure of BOT. At the same time, this thesis studied the operation risks of BOT in the application process, problem divided the risks into to two levels, ie. uncontrollable and controllable risks, identified 15 varieties of uncontrollable risks, and 10 varieties of controllable risks; put forward basic method of BOT item risk management, analyzed BOT risks change rules. Moreover, this thesis used the decomposition analysis method, virtuous Delphi method, and the expert risks investigation method to classify BOT risk factors of urban water supply in our country, and identified 28 risks factor.The thesis adopted the investigation questionnaire method and hierarchy analysis method to analyze the risk factors of BOT quantitatively evaluates, determine importance of urban water supply BOT risk factors, and put urban water supply BOT risk control methods at the same time.
