Being a member of WTO and under the circumstance of economic globalization, if Chinese companies want to live and develop through the hard competitions both from national and international, they must upgrade their core competence. The developed corporate culture is the foundation factor of forming the core competence in a company. Making use of the core competence theory and corporate culture theory, researching the domestic and foreign companies' typical cases, arguing the topic of corporate culture especially the effect of core values on the foundation of core competence, this article proposes the advice of shaping innovative corporate culture and the methods to create and renew the core competence, so as to improve the international competence of Chinese companies.To Chinese companies, which is under the structure-changing term and facing economic globalization, the changing and innovation of culture and ideas is the root of forming the core competence. Corporate culture is the driver of efficiency in human resource system, and is also the gel to solidify the core competence. Only if the corporate culture especially the corporate spirit culture go on with the society development, merging into the people's social lives, showing the times spirits, and at the same time processing the vivid enterprise characteristics, can it promote the upgrading of the core competence.It is corporate culture's uniqueness and hardship to copy that makes the enterprise' core competence can't be transferred and obtained easily, and strengthens the edge of competence greatly .The problem of enterprise' core competence merging after enterprises combining depends on the merging companies' deep-rooted problem, if their culture gene-the values can merge, that is to say the key of enterprise core competence's merging is whether their corporate cultures can merge.Enterprise culture innovation is the key to create the enterprise core competence, to create the enterprise' core competence, the founding of core values matching enterprise itself is a must. In the period of intelligent economics, the human resource's nurturing and developing and application is not only the decisive factor of economic developmentbut also the direct strategic resource of forming the enterprise' core competence. To nurture the innovative enterprise culture, they must enhance the techniques innovation and focus on the core techniques development and the improvement of enterprise' core competence. To nurture the core competence, they should spend more time on the core techniques development \core products\magnifying the scale\improving the management, more important is that the company must spend more time and energy on the executing, the process in fact is a transforming of resource to capability. To improve the enterprise managers' whole qualities and capabilities, especially the coordinating ability across the cultures, they should realize the importance of international cooperation and competence, getting the world broad view, keep pace with the trend and regularity in long term future, enhancing the adapting ability to environment, this should be very important to the nurturing of enterprise' core competence.The intelligent property (IP) is intangible assert in company, it is an important resource to improve the enterprise' core competence. Enterprise should strengthen the consciousness of protecting the IP, establishing the mechanism of anti-betraying secret information. If the protection to IP is lost, enterprise will face the loss of resource and opportunities, or even weaken the competence edge, blocking the development of enterprise. The most usual mean of anti-betraying secret information is to seek protection from IP laws. The enterprise should consider the objective of protections and decide which IP law to choose.When Chinese enterprises are constructing their new enterprise culture, they should stand on their local culture, combining the actual factors, focusing on nurturing enterprise spirit and HRM, improving their credibility, studying and innovating much more, highlighting the enterprise culture values, using it as the guide of actions, the corporate culture with modern characteristics and its own traits should be transferred into the consoliding\centripental\competence power to improve enterprise' core competence. We firmly believe that with the Chinese opening and innovative grand practice, the implanting of excellent enterprise culture gene into the enterprise daily management will make the Chinese enterprises develop for a long time and getting great success in the future.
