The talent competition has become the focus of market competition in the knowledge economy era. Personnel of fine qualities could give an enterprise the advantage in market competition. In recent years, more and more Chinese state-run enterprises have not only tried their best to recruit talented persons, but also came to devote much attention to training and take various actions to improve the comprehensive qualities of employees.A lot of human resource managers, as well as senior managers, of state-run science and technology enterprises are faced with the following emergent problems and challenges: how to build an effective, scientific and appropriate training system which tallies with actual situation of the enterprise, enhance the effectiveness of various training projects and optimize the value between training input and output.SL Group grew out of one state-run research institute, is a high-tech enterprise integrating scientific research, manufacture, sales and service and focusing on information security, secure communication research and engineering. The author who is the chief manager of SL Group human resource department, has encountered many difficulties and accumulated a wealth of experience during her training practice and managing exploration in recent years. Thus she broughtforward a systemized reform plan on building an integrated training system for the group to solve all kinds of problems. In the course of creating SL Group training system, the author is responsible for designing and practicing. The paper proceeds from the basic training and training management theories, mainly discusses the thoughts, main components, characteristics and shortcomings about creating SL Group training system referred to the thoughts and experience of excellent enterprises at home and abroad.At present, most of the papers and books horizontally and vertically address the training from a single point of view, such as training process, methods and techniques; however, in this paper the most distinguished characteristics include the three-dimensional account of conditions and research under the employee-training of a enterprise and the suggestions that enhance the systematic nature of training task by means of building a training system, and further improve the pertinence, validity, finally preserve the investing enthusiasm of enterprises for training and make enterprises and. personnel benefit continually.
